In general, only the first few quests on Victoria Island are the best option at that point for EXP gain. Exchange quests and well-organised powerleeching will also yield faster EXP than quests, but require equally long preparation if you haven't anticipated it. Training at these levels is probably not the fastest method but will still be a better alternative to quests if you cannot get into HPQ. Nautilus quests for lv10 - jump down portal to Nautilus Grocer: buy a mana elixir.

This action is open to abuse because there is no guarantee that one will recieve their fame in return; reporting the player to a Gamemaster is useless, as Nexon discourages trading fame in the first place.
They then will "buy fame", or pay Mesos in return for fame. As with trading fame, this is open to abuse, as a person may run off with payment without faming or run away without giving the money for fame.
